POLICE REPORTS NOW ONLINE
Thanks to a new computerized record management system, citizens (and reporters) will no longer have to stand in line at the Cape Coral Police Department to file or pick up incident reports. The Police to Citizen (P2C) kiosks, which are in the lobby, are designed to save citizens and the department time and money. Citizens can either come to the department’s lobby and use the P2C kiosks or go online to access the information at p2c.capecoral.net. (Do not type in www.) Citizens can then print a copy of the report at no charge directly from their personal computer or through the use of the kiosk.
Citizens, who are concerned about crime, can also access crime trends in their neighborhood. All they need to do is go to the Web site, click on the daily bulletin, and view what happened the previous day. Citizens can search by name, address and date to find every traffic stop or burglary within their area. This information is updated four times a day.
Arrest reports, domestic violence reports, and other information that is not public record will not be available online or on the P2C kiosks in the lobby. To obtain these specific reports, citizens will need to pick them up from customer service representatives at the police department. (Reporters who need an arrest report will need to contact police spokesperson Dyan Lee. Keep in mind, the CCPD will also be working with the media to enhance the program for the media’s needs.)
In accordance with Florida statutes, accident reports will be available online but only for attorneys, insurance companies, or other involved parties who can prove who they are.
If citizens need to file an incident report, but don’t need an officer to immediately respond, they can do so by accessing P2C and following the prompts. An officer regularly checks the reports and will contact the party as necessary.
All media inquiries on the P2C should be directed to Dyan Lee, police spokesperson.

On November 24th, officers responded to a theft complaint in the South Industrial Park. While canvassing the area, Officer McCreary discovered that numerous storage unit locks had been cut. An investigation revealed that hundreds of items had been stolen. Officers and detectives identified two suspects who were homeless. One of the suspects was living on the property. Detectives learned that the two suspects held a party and gave away some of the stolen items to other homeless individuals. Some of the items were recovered and returned to the owners.
Unit Citation: The following CCPD employees are receiving a Unit Citation Award for arresting eighteen suspects responsible for a burglary in progress: Officer Christopher Abbey, Officer Daniel Barbour, Officer Matthew Campion, Officer Victor Chica, Officer Joseph Cieslinski, Officer Nicholas Green, Officer Nicholas Jones, Officer Jeffrey Livingston, Officer Joshua Silko, Officer Walter Womack, Officer Jamie Grey and K-9 Daro. On October 29th, Officer Livingston, Officer Chica and Officer Grey were called to a burglary in progress. When they arrived on the scene, they found a large crowd of people throwing a party at the residence. Only problem: The home did not belong to anyone at the party. They ended up doing extensive damage to the home as well. Once the officers determined the home didn’t belong to the suspects, they worked together to arrest and book all eighteen suspects in just three hours.

SHOP WITH A COP
Forty-five police cars in front of Wal-Mart can mean only one thing: the Cape Coral Police Department’s fifth annual “Shop with a Cop” program is here. This Saturday, December 8th, Police Chief Rob Petrovich and 44 officers will pick up 45 local students at their homes and drive them to the Cape Coral Wal-Mart store at 1619 Del Prado Boulevard for a morning of Christmas shopping. The students will each receive a Wal-Mart gift card, courtesy of the police department’s “Do The Right Thing” program and Wal-Mart. With the help of their police officer escorts, the students will choose gifts for each family member as well as something special for themselves. The gifts will be wrapped at the Police Department by police department personnel, and shoppers will all be treated to a barbeque lunch. The “Do The Right Thing” program reinforces the idea of sharing and giving and promotes the idea that role models of all ages are important to the development of our youth. The positive one-on-one experience each student will get from “Shop with a Cop” is one which will hopefully not soon be forgotten. “Shop with a Cop” is generously supported by local business. The police department would like thank the following “Do The Right Thing” sponsors: Allegra Print and Imaging, Brown & Root, Cape Christian Fellowship, Ecological Laboratories, F.O.S. Furniture, the Fraternal Order of Police, Montgomery Watson Harza, Olin Hill & Associates, Corvettes on the Gulf, Wal-Mart, and Publix Supermarkets Charities. AWARDS CEREMONY FOR OCTOBER
The Cape Coral Police Department will hold its Monthly Awards Ceremony for October on this Wednesday, November 14, 2007, at 2:00 p.m., in Council Chambers at 1015 Cultural Park Boulevard. The following awards will be handed out:
Officer of the Month-October Officer Daniel Barbour is receiving the award for October. Officer Barbour was responding to a criminal mischief complaint involving paintballs being fired at houses and vehicles near Ramsey Boulevard when he saw three juveniles in a red Jeep Wrangler. As the vehicle turned, the rear passenger continued to stare at Officer Barbour, which made Officer Barbour suspicious. Even though the vehicle was not in the immediate vicinity of the complaint, Officer Barbour had a feeling the teens in the vehicle might be connected to the case. Officer Barbour acted on that hunch and pulled the vehicle over when it failed to stop at a stop sign. In plain view, he found several paintball weapons. The suspects admitted they were at fault and were arrested.
Unit Citation –September A Unit Citation is being awarded to members of the Street Crimes unit for capturing four felons involved in separate robberies in September. Officer Robert Jaffarian, Officer Robert Luzzaraga, Officer Douglas Coons and Officer Jason Hicks used their investigative skills to solve the robberies. First, the officers convinced two suspects in a home invasion robbery to come to the police department for questioning to tell their side of the story. Needless to say, they were arrested after showing up. Second, the SCU solved a strong-armed robbery of a 70-year-old woman, who was knocked to the ground and her purse stolen. The Street Crimes Unit recognized the description of the suspects and began conducting surveillance on the suspects’ home. Three hours into the surveillance, the suspects came home and were arrested. ####

DEPARTMENT RECEIVES STATE RE-ACCREDITATION
The Cape Coral Police Department has been awarded re-accreditation by the Commission for Florida Law Enforcement Accreditation (CFA). This prestigious honor was confirmed at the current CFA’s meeting in Orlando.
On July 31 a team of CFA assessors examined all aspects of the Cape Coral Police Department’s policies and procedures, management, operations, and support services. The CFA assessment team, composed of law enforcement practitioners from similar agencies, reviewed written materials, interviewed individuals, and visited offices and other work areas to measure the Cape Coral Police Department’s compliance with 276 accreditation standards.
After completing their review, the assessors reported back to the full commission, which subsequently voted to grant re-accredited status to the police department. Accreditation is a highly prized recognition of law enforcement professional excellence; it is awarded for a three-year period, after which the department may apply for renewal.
The Cape Coral Police Department has held national accreditation by the Commission on Accreditation of Law Enforcement Agencies (CALEA) since 1989, and it was selected as a flagship agency in 2005.
Chief Robert S. Petrovich was delighted by the news. He said, “The state re-accreditation, coupled with our agency’s long-standing national accreditation, reinforces our vision of becoming one of America’s premier law enforcement agencies. Our employees deserve recognition for their role in this achievement, and I thank our city leaders and citizens for supporting the police department.”

The detective spotted the suspect, Theresa Lombardi, driving down the road and pulled her over on a traffic stop at 4723 Skyline Boulevard. MONTHLY AWARDS CEREMONY
The Cape Coral Police Department is holding its next Monthly Awards Ceremony tomorrow, Wednesday, September 19th, 2007, at 2:00 p.m., in Council Chambers at Cape Coral City hall, 1015 Cultural Park Boulevard. The following awards will be presented for the police department:
Officer of the Month-August
Officer Brian Gumm is receiving the Officer of the Month Award for August. He has also received a Lifesaving Award for the same incident. On August 24, 2007, dispatch received a call from a woman who stated that she was committing suicide. When officer Gumm arrived, he heard a car engine running in the garage and reacted immediately. Fearing the worst, he forced his way into the home and found the woman in the driver’s seat of a running car. The garage was filled with vehicle exhaust, but Gumm managed to open the garage door manually, shut off the vehicle, and pull the woman to safety. Officer Gumm’s quick action, which put his own life in danger, saved the woman’s life.
Officer of the Month-June
Officer Christopher Conrad and officer Jon Kulko are sharing the Officer of the Month Award for June. They are also receiving a Lifesaving Award for the same incident. On June 10th, they responded to a home in the northeast section of the Cape on a possible suicide attempt. The officers found a man hanging from a cable that was attached to the garage door. Officer Conrad and officer Kulko went to the man’s aid and saw that his face was dark blue. They tried removing him, but he wouldn’t budge. While officer Conrad lifted the man to take the pressure off the trachea, officer Kulko managed to free him. The man had a very weak pulse and was near death. Now, weeks later, we’re happy to report he has made a full recovery and has gone back to work. Indeed, officer Conrad and officer Kulko arrived just in time to save the man’s life.
Unit Citation: August
The following people are receiving a Unit Citation Award: Sergeant. James O’Brien, officer Casey Ortiz, officer Adam Masino, officer Chad Hartzell, officer Daniel Fessel, officer Jennifer Bochetti, officer Curt Suskevich, officer Ed Schilff, officer Christopher Clapp. On August 3, 2007, officer Suskevich and Sergeant O’Brien responded to a burglary in progress near S.E. 44th Terrace and Santa Barbara Boulevard. While en route, dispatch informed them that the suspect left the area in a dark-colored car. Rather than go directly to the home where the burglary occurred, officer Suskevich parked his vehicle in the median at the 4000 block of Santa Barbara Boulevard. The car sped by him and failed to stop at a stop sign, so officer Suskevich pulled the suspect over on a traffic stop. Sergeant O’Brien arrived not long after and recognized the suspect from a prior burglary investigation. The suspect gave a partial confession and was placed under arrest. For eight hours, the officers from Platoon 3 South sorted through property to locate additional victims, and the property was eventually returned to them. The suspect was charged with 14 counts of burglary, 13 counts of theft, numerous counts of fraudulent use of a credit card, and more charges are pending. But since the arrest, more importantly, vehicle-burglary reports have dropped.
The following officers are also being recognized with a Unit Citation Award for August: officer Ronald DeMarco, Sergeant Anthony Sizemore, officer Daniel Iten, officer Leslie Dunson, officer Jonathan Chesnut, officer Melanie Rivera, officer Robert Reese, officer Todd Kerns, officer Christopher Wilson, officer Leonard Salecki, Lieutenant. Kurt Graf, detective Raymond Wisher, detective Anthony Goliszeski, detective Paul Kaye. On August 23, 2007, the department received numerous reports of occupied residential burglaries occurring in the evening hours. Detectives developed two suspects, James and Robert Conant. James Conant was arrested, but his brother, Robert, couldn’t be located. After days on the run, Robert Conant was finally arrested by police. However, it was a dangerous and difficult capture. For starters, officers were told that Conant could be dangerous because he was doing drugs and was up for several days. Robert Conant had apparently been spotted in a green Buick but fled from the Lee County Sheriff’s office twice. His luck ran out, though, when detectives saw Conant pull into a garage at 4436 S.W. 14th Avenue. Although he took off from the home where he was spotted, police began following him. At one point, he struck a mailbox, then sustained a flat tire and struck a street sign. Leaving the vehicle, he fled on foot and jumped into a canal. Lt. Graf even jumped into the canal to try and capture him. Eventually, officers spotted him and he was arrested near the canal bank.
Unit Citation: July
The following people are being recognized for halting a burglary in progress: officer Christopher Gugliotta, officer Jamie Bungard, officer Ray Schilke, officer Jason Matyas, K-9 Zuke, detective Patricia Enterline, Sergeant Michal Tomisich, and Lieutenant William Scott.
On Thursday, July 19, 2007, officers responded to a burglary in progress at 810 N.E. 41st Lane. A neighbor alerted police that two men were moving items into a white truck. When officers responded, they took up position around the home. They saw the suspects load up the stolen goods then take off in a truck to a nearby residence. Police followed and arrested one suspect shortly thereafter, but the other suspect took off on foot. K-9 officer Zuke and officer Jason Matyas found the second suspect on a canal bank behind the residence; both were taken into custody. Thanks to the arrests of these two suspects, detectives were able to clear numerous burglaries in the Gator Circle area.
Career Development Awards:
Officer Julio Schrodel has advanced in our career development program and has been promoted to Corporal. Officer Howard Wright has also gone through the career development program and has been promoted to Officer First Class.

GRANT NEWS CONFERENCE
The Cape Coral Police Department has received a grant for 6 million dollars—the single largest grant in its history. The U.S. Department of Justice Office of Community Oriented Policing Services (COPS) awarded only one Florida community the grant money under the COPS Technology Program. As the lead agency for the project, the Cape Coral Police Department will work in partnership with other public safety agencies in Lee County and the Lee County Government itself to use the grant money to purchase, implement and install a state-of-the-art digital radio communications system, which will allow every public safety agency within Lee County to communicate seamlessly across the region.
To discuss how the new system will help citizens in Cape Coral and Lee County, please join the Cape Coral Police Department and representatives from the Lee County Emergency Management Agency for a press conference on Tuesday, September 18, 2007, at 2:00 p.m., in the Chief’s conference room at police headquarters, 815 Nicholas Parkway. Chief Robert S. Petrovich says he’s elated that the department received the grant. He says, “The citizens of Cape Coral will be glad to know that upgrading the radio communications system will not require a single penny from the general fund budget. “
Currently, public safety agencies within Southwest Florida use radio systems that are incompatible with each other and cannot exchange data, which makes it difficult for agencies to work together to enhance crime-fighting and public safety. In remote areas of the county, the current analog system experiences drop zones. And since the area is growing, the number of first responders on the current system has created system overload during daily operations. Upgrading to a digital system will lead to decreased response times for first responders, increased officer safety, and increased access to emergency services for area residents. It will be much more reliable and will have expanded channels to allow for more users.
Congressman Connie Mack (FL-14) said: “It is vital that we ensure our local law enforcement personnel have the tools and training they need to keep our communities safe and secure. The funding will help the Cape Coral Police Department and Lee County public safety agencies improve their radio communications throughout Lee County, and it will continue to provide top-notch police services in one of Southwest Florida’s fastest-growing cities. This is great news for Cape Coral and all of Southwest Florida.”
The award requires grantees to provide a 25 percent cash match. To ensure the success of this project, the Lee County Board of Commissioners committed 2 million dollars. That means a total of 8 million dollars will be used to upgrade the radio communications system.
All media inquiries should be directed to CCPD police spokeswoman Dyan Lee.

DRIVER'S LICENSE AND REGISTRATION CHECKPOINT
The Cape Coral Police Department’s Traffic Unit is committed to promoting traffic safety and wants to emphasize the importance of keeping the city’s roadways safe. To do so, early Monday morning, September 17th, 2007, we will be holding a driver’s license and registration checkpoint at an undisclosed location within the city limits of Cape Coral. Citizens should expect delays in their morning commutes and should allow themselves a little extra time to get to work or to their destinations.
This type of checkpoint is designed to detect and apprehend drivers who do not have a valid license or who may have a suspended or revoked license. Also, it is designed to detect those who have not registered or insured their vehicles.
This is the first driver’s license and registration checkpoint done by the Cape Coral Police Department this year; however, more are expected in the future.

CHILD REUNITED WITH FAMILY
At 11:38 a.m., Cape Coral Police located the family of a 3-year-old girl who was found at the intersection of Chiquita Boulevard and SW Pine Island Road. The child has since been reunited with her parents.
The child’s grandmother told police that she and two of the child’s aunts were babysitting the young girl overnight. When they awoke, they saw that the young girl was gone, but thought her father had come to get her in the middle of the night and didn’t bother to wake anyone up. (The family told police he has done this before.)
When Cape police officers were doing random checks in the neighborhood, they knocked on the grandmother’s door and questioned her. That is when the child’s family members checked and realized the child was not with the father. The family told police they locked the front door and put the child to sleep with three young cousins. They believe the toddler woke up in the early morning hours, unlocked the door and wandered out. She was found about a mile from her grandmother’s home by a man and a woman who were driving in the area. The young girl was happy, healthy and in good condition. Her name and address are not being released at this time due to possible charges pending in the case.
The Department of Children and Families is currently conducting an investigation and so is the Cape Coral Police Department.
