The City of Cape Coral received a report from Kessler International on its utilities expansion projects. The City welcomes a review of its processes and regularly conducts audits (internal and external) on many of its programs.
This particular report is quite troubling because it paints a scathing picture of the project and its participants (including City staff). However, the troubling part is not with the suspicions, claims and violations, but rather that there is no documentation to support them.
We have provided the Kessler report and all the documentation that was submitted with this report. We also have provided an audit recently conducted by Price Waterhouse Coopers, one of the "Big Four" auditing firms in the country. PwC was hired by MWH Constructors to review all of the documentation given to Kessler and provide an audit report as well. PwC professional auditors came to conclusions that are diametrically opposite from Kessler
You also have the copies of the City Management's point-by-point response, City Auditor's Response, as well as the City Auditor's Initial Concerns with the Kessler product, the City Attorney's Response and the contractor's (MWH) response.
Please review these, and if you have any questions, do not hesitate to email cmo@capecoral.net.
